Hello, my name is Brian Ward. I live in Timaru, New Zealand

 

Experience

I have worked in a New Zealand local authority environment for 28 years - 18 years with the Dunedin City Council and 10 years with the Timaru District Council.  Since 2007 I have established a traffic engineering consultancy and carried out a range of work including voluntary work.

I have been fortunate to work in most areas of transportation/traffic engineering, road planning and design over a time where many changes have occurred within the industry.  Changes have included significant  legislation changes,  changes to organisational structures at both central and local government level and the development of transportation strategies and similar guideline documents.

As for every engineering discipline there is constant change occurring within the transportation industry with the advancement of technology offering many opportunities for innovative solutions.

A successful project with quality outcomes is one where the planning and design of it will have been through a collaborative process that has had input from stakeholders, engineering peers and support specialist expertise.

Employment History

Engineering Assistant - Cadastral and Engineering surveying/design  for N & E S Paterson Ltd, Surveyors and Civil      Engineers, Dunedin and Cromwell - 3 years.

Traffic Engineer for Dunedin City Council - 18 years.  Management and design of carparking, traffic signals and other projects and facilities.  Road design and planning. Two years working in the Dunedin City Council in-house consultancy.

1996-2006  Transportation and Road Planning Engineer for Timaru District Council. Road safety planning, traffic, parking and  transportation policy formulation, economic appraisals, road asset, design and project management.

Work Experience to 2006

Prepare and manage budgets for capital and maintenance works including minor safety and traffic services budgets.

Management/working with consultants on projects that include conceptual design options, detailed road design work, tendering and contract  supervision.

Commenced work on a safety management system for Timaru District.

Had delegated authority to approve installation of roadmarkings and signs.

Dunedin CBD Parking Study 1994 - Formulated brief with client department, arranged surveys and information gathering.  Collated, analysed information and wrote report.

Timaru CBD Parking Review 2000 - largely the same process as for Dunedin.  Reviewed a previous study and reported on trends and comparisons with recommendations.

Dunedin central city upgrading - designed conceptual layouts of streets in conjunction with urban designers and others in a team situation. 

Timaru CBD revitalisation - Worked through draft urban design plans to achieve a workable solution in terms of dimension and layout.  Worked in a team situation with extensive consultation and discussion with various interested parties.  Introduction of a number of new urban street design concepts.

Used SIDRA as a design tool for intersection option analysis.  Prepared concept design reports on many intersection improvement works and followed them up with detailed design, contract documentation, arranging contracts and supervising construction.

Designed approximately 30 intersections with traffic signals, from initial option analysis and recommendation to detailed design and management of installation.  This included new sites and redesigns of existing sites and controller personality design.  Many installations were on State Highways.

SCATS signal computer systems – Managed the SCATS system in Dunedin for three years. Carried out investigation and analysis to justify a SCATS system for Timaru, prepared a project evaluation for Council and Transfund approval, wrote installation contract and supervised works.  Managed the Timaru signals and SCATS system.

Dunedin and Timaru - advise Councils on traffic planning issues relating to resource consents. 

Prepared justification for road layout for proposed plan variation Gleniti (100ha) approximately 700 section future residential development incorporating low impact design principles (incl. living streets concepts) and principles of crime prevention through environmental design.

Check and approve roading content of subdivisions and resource consents.

Team member on existing roads audit - Marlborough District

Completed a safety review of rural roads Timaru District.

Safety Audit team member:  Oamaru SH traffic signals.

Team member on various crash reduction studies.

Investigated options for route upgrading between Temuka and Clandeboye ($2m project) due to dairy factory expansion.   Analysis of traffic counts, prepared project evaluation report including economic appraisal.

Wrote first edition document ‘Temporary Traffic Management on Timaru District Council Roads’ covering revised requirements for temporary traffic management. 

Project managed and wrote Timaru Active Transport Strategy (2004).  Managed implementation of some projects including Pages Road cycle-walkway.

Project managed a trial of active signage at cow crossings, school zones/patrol sites and on school buses.  11 trial sites on Timaru District and Invercargill City roads.

Managed a land use and transportation study for Geraldine. Jollie Street extension - assisted developer to establish major centre for tour bus stopovers in Geraldine.

Designed detection system for trucks to activate truck rollover warning signs.  Managed local input to installation of trial truck rollover warning sign (SH1 Temuka).

Annual preparation of recommendations for traffic enforcement and community education/publicity campaigns for road safety.  Oversaw implementation of the approved programme and managing the budget for the community projects (Dunedin).

Public Liaison - consultation with the public and interest groups including public meetings, newspapers, talkback radio, and reporting/attendance at Community Boards and Council meetings.

Participation in LTSA and transportation profession working groups reviewing guidelines and standards (most recently RTS14 Guidelines for Facilities for Visually Impaired).  Involved on organising committee for three IPENZ Traffic Management Workshops.

Managed seal extensions and traffic counting programme for Timaru District.

Understanding of working within a political and publicly accountable environment.

Staff representative on South Canterbury Road Safety Co-ordinating Committee.

Knowledge of LTNZ policies and procedures and Transit NZ standards.

Contracted to Timaru District Council for traffic signals professional services including management of the SCATS system.

Provide professional services to businesses and individuals in the form of traffic assessments, traffic engineering advice and submissions to hearings.

Managing startup company to investigate manufacture of Solar Panels in New Zealand.
